Portmore was constructed by private contractors for the purpose of providing housing for employees working in the Kingston Metropolitan areas. It is reached from West Kingston via a causeway across Hunts Bay. By 1989 it had a population of 72,000. The proposal to establish Portmore was made by the Portmore Land Development Company Ltd. in the mid 60s to absorb some of the increasing Kingston population. The company was aiming for the new town firstly to relieve housing pressure, secondly provide for the urbanization of the agricultural population of south St. Catherine, and thirdly to relieve government of opening up the Hellshire Hills themselves.
