Development started in 1977. It was intended to support the Yeochon Steel and Petrochemical industrial Complexes. It was designed to provide housing as well as other urban services for residents, the majority of whom are employees of the complex or the families of employees. The new town was planned to have a population of a 100.000 by 1986 on a site of 52.2 square km. It was developed by the Industrial Estate Development Corporation.
