The settlement was founded in 1980 to serve the construction and functioning of the Nuclear-power plant. In 1990 under the pressure of environmental movements the construction of the power plant was suspended. This left many inhabitants unemployed. In 1991 the settlement was, however, granted city status and in 1993 the activities and job stimulating policies and measures were taken.
