Lázaro Cárdenas in Michoacán is an industrial development. In the early 1940s, president Lazaro Cardenas conceived the idea of a steel complex at Las Truchas, part of his political base. The site chosen was so isolated and infrastructurally badly linked to the rest of the country, that the creation of a whole new city with houses, shops, schools, services, utilities - and a road was needed.
