Tokoroa in the North Island of New Zealand was developed as a residential satellite for New Zealand's Forest Products (NZFP). In 1948 the Ministry of Works constructed a railway line to serve the Kinleith Mills. When the NZFP started to downscale its operations in the early 80s, Tokoroa had a population of 18,000 - from then on falling to 14,000 today.
