Plan for flexibility

Laying the foundations for a naturally evolving city is the aim of Accras New New Town extension Ningo Prampram, Ghana. This way the city wants to account for flexibility and avoid being one step behind urbanization.

Situated in the Greater Accra Agglomeration area which is experiencing incredible rapid growth, Ningo Prampram is adopting a basic system that allows the city to grow over time. Instead of becoming a city built according to a top-down organized blueprint, the Ningo Prampram plan reaches to provide the foundations for a naturally evolving city. On UN-Habitat’s initiative, a National Priority Project has been established that will entail a planned extension of Accra into adjacent Ningo-Prampram district. Both, local and national government, together with the private sector, have shown high interest in the plan, and support its implementation appointing a steering committee whose mandate is to supervise the decision-making process and a development body which is ought to guide the implementation of the masterplan. This way urban planning will prevent being outpaced the speed of speculation. Because big plan never works without local rooting, local planners, representatives and the design team have defined together the plan’s key objectives, showing that creating broad support is essential to making the plan happen on the ground.
