La Cité du Fleuve began as a dream in early 2008. After geotechnical, hydrological and marketing reports by reputable experts confirmed the project's viability, engineers and architects designed the islands while shareholders solicited support from all the major stakeholders. In June 2009, the long-awaited reclamation and construction work began.
La Cité du Fleuve is located on two artificial islands in the Congo River at the eastern edge of Kinshasa. Due to its location, the development is likely to function as a bedroom community, with working residents commuting to downtown Kinshasa during the day. La Cité du Fleuve is a private development initiated by Zambia-based Hawkwood Properties and embraced by both local Congolese elite and diaspora. The development aims to provide luxury villas of 2–3 floors and apartments in high-rise buildings supported by first-class amenities and infrastructure: stadiums, offices, a modern shopping centre, an attraction park, hotels, churches, healthcare centres, a marina, academic institutions and a reserved area for diplomatic missions. The urban structure of the city follows a continuous curvilinear pattern.
That combination is seen as greatly desired in a city of twelve million people where overcrowding and inadequate infrastructure is the norm. Because the Democratic Republic of the Congo has a nascent home financing market, Hawkwood Properties is working to establish a bank that would provide home loans and thus greater access to homeownership in La Cité du Fleuve.
